Review and submission The plan is submitted to the client or the permitting body. For Class 1 and 2 facility works under Article 7(1)-(2) of the Special Act on the Safety Control of Public Structures, review is carried out by the Korea Authority of Land and Infrastructure Safety; for other works, by a safety inspection agency designated by the client or permitting body. The reviewing body must notify the result within 20 days of receipt, classified as adequate, conditionally adequate, or inadequate. An inadequate result requires the plan to be revised and resubmitted. For Class 1 and 2 facility works, the approved plan is registered on the Construction Safety Management Integrated Information System (CSI, www.csi.go.kr).

What this tool does
A safety management plan is filed with the client or permitting body before construction starts. Article 62 of the Construction Technology Promotion Act is the basis, and Article 99(1) of its Enforcement Decree fixes exactly what the plan must contain in seven items. This builder turns those seven into sections, so you can see at a glance whether one is missing. The two that most often draw requests for supplementation are the traffic safety plan and the plan by work type, because both are separate statutory items yet are frequently folded into the general overview. The plan must be submitted before commencement, and before that it must be reviewed and confirmed by the construction supervisor or construction management engineer.

The seven statutory items
Article 99(1) of the Enforcement Decree lists what the plan must include. First, the project overview and the safety organisation. Second, the inspection plan by construction stage, which must cover the installation and operation of monitoring instruments and CCTV. Third, controls for the area around the site, including damage prevention for blasting, vibration, noise and groundwater cut-off, and instrumentation to detect warning signs during excavation. Fourth, the installation of traffic safety facilities and the traffic flow plan. Fifth, the execution plan for the safety budget. Sixth, safety training and the emergency response plan. Seventh, plans by work type, including construction methods and sequences for each facility. Omitting any one of the seven draws a request for supplementation.
Worked examples
Deep excavation
State the excavation depth in the overview and pair the surrounding-area controls with adjacent structures and the instrumentation plan. Naming how many inclinometers and piezometers are installed and how often they are read satisfies the early-warning requirement.
Urban roadside works
Do not leave the traffic section thin. Record fencing and cones, the pedestrian diversion, delivery time windows, flagger positions, and the fact that the police and road authority were consulted.
Amended submission
Switch the title to the revision variant and state what changed and why in the overview. Amendments follow the same rule: submit before commencement, after supervisor review.
Frequently asked questions
How do I know whether my project needs a plan?
Article 98(1) of the Enforcement Decree lists the triggers: works on class 1 and class 2 facilities, excavation of ten metres or more, use of explosives where a structure lies within twenty metres or livestock within one hundred metres, buildings of ten to under sixteen storeys, remodelling or demolition of buildings of ten storeys or more and vertical-extension remodelling, and use of registered plant such as boring rigs ten metres or taller, pile drivers and extractors, and tower cranes. Projects the client or permitting body deems to need particular safety management are also covered. Nuclear facility works are excluded.
When must it be submitted?
Before commencement. Article 98(2) requires submission to the client or permitting body before the works start, and requires prior review and confirmation by the construction supervisor or construction management engineer. The same applies when the plan is amended. A submission date later than the start date is itself a problem, so check the dates.
How long does review take?
The client or permitting body must notify the result within twenty days of receiving the plan. The verdict is one of three: appropriate, conditionally appropriate, or inappropriate. A conditional verdict means the gaps are not critical to safety but some supplementation is needed, and the reasons come with the approval letter. An inappropriate verdict requires the plan to be changed.
Can it be merged with the hazard prevention plan?
Yes. Where the project also requires a hazard prevention plan under Article 42 of the Occupational Safety and Health Act, the second sentence of Article 98(1) allows the two plans to be prepared together. Even when merged, every item required by each statute must still appear, so check the combined contents against both lists.
Is stating the budget amount enough?
No. The article calls for an execution plan, not just a figure. Record what will be spent on each item, when, and who is responsible. The table block in this builder splits item, amount and timing into separate columns so the timing is hard to skip.
Can I submit the output as it is?
Treat it as a skeleton. This builder produces the outline and narrative frame for the seven statutory items. A real submission also carries attachments such as detailed plans by work type, retaining-wall structural reviews, instrumentation layouts and temporary-structure calculations. Article 99(2) leaves the detailed standards to ministerial rules, so follow any specific format your client requires.
