What this tool does
A construction plan explains to the client and supervisor how the works will be built and in what order. What is most often confused on site is how it relates to the safety plan and the quality plan, because all three have different bases and go to different places. The safety management plan rests on Article 62 of the Construction Technology Promotion Act and is filed before commencement by projects caught by Article 98 of the Enforcement Decree. The quality management plan rests on Article 55(1) of the same Act and is submitted to the client for approval for the projects the Presidential Decree specifies. The construction plan, by contrast, has no separate blanket statutory filing duty; it is produced under the contract and at the supervisor's request. So this builder does not attach statutory citations to the construction plan itself, and instead offers cross-reference blocks that keep the three documents from overlapping.

How to use

Where each plan comes from
The safety management plan rests on Article 62 of the Construction Technology Promotion Act. Projects listed in Article 98(1) of the Enforcement Decree file it with the client or permitting body before commencement, after review by the construction supervisor or construction management engineer, and the recipient must return a verdict of appropriate, conditionally appropriate or inappropriate within twenty days. The quality management plan and quality testing plan rest on Article 55(1): for the construction works specified by Presidential Decree, the contractor prepares the applicable plan and submits it to the client for approval, and a client that is not a public client must send a copy to the permitting body in advance. The construction plan has no equivalent blanket filing duty. Its basis is the contract and the supervisor's instruction, so any contents list the client prescribes takes precedence.
Worked examples
Earth retaining works
Define the excavation extent and depth in the scope, then break the sequence into installation, excavation, strut installation and removal. Cross-reference instrumentation to the safety plan and keep only the stage check points here.
Sublet work types
Name the subcontractor and their site lead in the organisation section. Recording who takes instruction and who verifies prevents arguments about defect responsibility later.
Resubmission after a design change
Enter a new submission date and state in the scope what changed. Plans go through several versions, and the date is the only thing that distinguishes them.
Frequently asked questions
Is a construction plan legally required?
There is no separate blanket statutory filing duty covering all projects. In practice it is submitted under the contract, the site instructions and the supervisor's direction. The safety management plan (Art. 62) and the quality management plan (Art. 55), by contrast, must be prepared and submitted for review or approval where the project falls within scope. Knowing that difference tells you which ones you cannot skip.
It overlaps with the safety plan. What should I do?
Cross-reference rather than copy. Duplicating the same content across three documents means every edit has to be made three times, and in practice one of them stays out of date. Choosing the scope block that states the relation puts a sentence in the document sending safety to the safety plan and testing to the quality plan.
Can I copy the specification into the plan?
Better not to. Standard specifications are published and revised by the national standards centre. Copying them means falling behind revisions, which is worse than not quoting them at all. The construction plan is where you write how those standards apply to these site conditions — cite the standard and describe the application.
Should plans be split by work type?
It depends on the size of the job and what the supervisor wants. Larger sites split by work type — earth retaining, reinforced concrete, structural steel — and submit each before that work starts. Smaller jobs are usually bound as one. When splitting, put the work type in the title so versions do not get confused.
What gets a plan approved?
The most common gap is a sequence with no check points. The reviewer needs to see what is verified, and by whom, before each stage moves on. A schedule with predecessors and resource timing alongside it makes the review straightforward.
Who writes the plan for sublet work?
In practice the subcontractor drafts it and the main contractor's site manager reviews and submits it. What matters is naming the subcontractor and their responsible person in the document. Without that, the chain of instruction and defect responsibility both blur.
